GeN4 1.3 Coming Very Soon

Hello

The "patch" I was doing turned into a monster. It is too huge to be a patch now, and due to that I am releasing this as a new script version, 1.3. The change log is huge and will impress everyone I'm sure.

The next version after this will be a time away, possibility Feb, or March probably and will have some BIG things in it, which is why it will be put off till that point. This delay will also give the translators a chance to catch up.
