Go to your cPanel > phpMyAdmin > Click your database > Navigate to settings on the list > then find is_guarded

I have encounter this problem already before, it keeps me redirecting on same page and shows that I need to create a user even if I create one already.

Create a user then enable the admin directory again
It should work fine now

Yeah thats what is happening to me...
and I tried everything, maybe i am missing small step here..
but Robert is helping me out now ... hope he can do it..
