manual pricing for ptsu ads

I would like to see an option in the ptsu where upgraded members earn more for ptsu offers. Also an option to put in a custom rate when adding ptsu offer via admin panel.

As an owner I would like to offer sites which would initially cost customers money to join but would earn money back, like Inbox Dollars and those types of sites.

This is in the works and will be added into GeN4. Not sure about the 1.4 version, but it will be by the next version after for sure.
