search for "Fraud Management Filters" in paypal
and see if you can navigate around

when i am logged in and managing my filters, the url is this
https://www.paypal.com/us/cgi-bin/webscr?cmd=_rc-manage

see if you can use the same url.

good luck.
just keep digging

That is not the url that works for me. This is where mine are found:

https://www.paypal.com/cgi-bin/custo...=_profile-pref

And check "Yes" for the following question:

Quote:
Block Payments for the items not sold on eBay from U.S. users who do not provide a confirmed address:

You see, PayPal was correct... you can not block payments from "unverified accounts" BUT you CAN block payments from "unconfirmed emails". They gave you the right answer to the wrong question.

When you are looking at your Profile page. Under the "Selling Preferences" click on the link that reads:

https://www.paypal.com/us/cgi-bin/we...=_profile-pref

I think that is the first image you show. I have the same options you have but in addition a few more including the one we're trying to direct you to.

It doesn't matter what type account you came from as long as you have the correct account now. Please contact PayPal again and verify that you have the type of account that will allow you to have this option (or something similar for your country):

Block Payments for the items not sold on eBay from U.S. users who do not provide a confirmed address"
